Ms. Gracia Luo joined The Cohen Group in June 2024. She supports clients across defense, advanced technology, and microelectronic sectors to navigate the US government and international landscape through engagement strategies and support, business development, and risk analysis. Ms. Luo is a member of the Defense practice, providing support on major defense trade shows and external defense policy engagements.

Prior to joining The Cohen Group, Ms. Luo worked at Lockheed Martin as a Data Strategy Analyst intern, where she focused on developing customer relationship management tools to enhance internal and external stakeholder collaboration and translating metrics to develop digital transformation strategies across Enterprise Operations and business units. Ms. Luo also served at Secretary of the Air Force Public Affairs on the US Space Force Strategy and Assessments team as a Public Affairs intern and at the Texas A&M Internet2 Technology Evaluation Center as a graduate assistant. She previously held roles supporting public affairs efforts with the American Red Cross, research efforts with the Economic Statecraft Program at The Bush School, and a National Science Foundation project. Her graduate capstone project focused on designing US government structures for the optimal and proactive use of economic statecraft tools.

Ms. Luo holds a Master in International Affairs degree in national security and diplomacy from The Bush School of Government & Public Service at Texas A&M University, with a focus on nuclear strategy and policy, economic statecraft, and China regional studies. She holds a Bachelor of Science degree from Texas A&M University in Political Science and minors in Business and Chinese. Ms. Luo is a member of the Rumsfeld Foundation through the Graduate Fellowship program. She is proficient in Mandarin.
