In 1999, as Defense Secretary, he established new organizations and military units to prepare the military's vast capabilities to aid state and local governments in the event of terrorist attacks against US cities.
And TCG has a special strength in the homeland security area with Admiral James Loy's involvement at TCG as Senior Advisor. Admiral Loy's connection to securing the US homeland spans decades. His 40-plus years in uniform culminated in his service as Commandant of the US Coast Guard; he has a lifetime of perspective on the issues around protecting the United States. As Commandant, he contributed to the early decisions after 9-11 and then, as the first Administrator of the Transport Security Administration and then Deputy Secretary of the Department of Homeland Security led US efforts in homeland defense.
