Seth Gainer joined The Cohen Group in January 2015 following four years working in the office of Senator John D. Rockefeller IV of West Virginia. As Legislative Assistant, Mr. Gainer advised Senator Rockefeller on foreign policy and helped manage the Senator's responsibilities on the Senate Veterans' Affairs Committee. Additionally, Mr. Gainer helped with efforts to secure $20 million in appropriations for Gulf War Illness research and efforts to strengthen annual mental health screenings for US service members. Mr. Gainer also worked on trade issues, including the Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership.
Mr. Gainer served in a similar capacity in the office of Christine Russell, Member of Parliament in the UK House of Commons, where he advised Ms. Russell on a variety of foreign policy issues and assisted in the management of her office. During this time, he helped organize a state visit by Romanian President Traian Băsescu for Ms. Russell in her capacity as secretary for the Romania All-Party Parliamentary Group. Mr. Gainer's previous work experience includes research for the Whitney Shephardson Senior Fellow for Europe at the Council on Foreign Relations and two stints at the US Department of State, including at the US Embassy in Mexico City.
Mr. Gainer holds an MSc in Foreign Service degree from Georgetown University's School of Foreign Service. A native of West Virginia, Mr. Gainer graduated summa cum laude from West Virginia University, receiving the school's highest honor, the Order of Augusta, awarded to the top eight graduating seniors for academics, leadership, and service. He also studied at the University of Tartu in Estonia and has traveled extensively throughout Eastern Europe. Mr. Gainer is proficient in Spanish.
